is tech used in a futuristic Japan governed by the Sibyl System (シビュラシステム, _Shibyura Shisutemu_
), a powerful biomechatronic
computer network which endlessly measures the biometrics of Japanese citizens' brains and mentalities using a "cymatic scan." The resulting assessment is called a Psycho-Pass (サイコパス, _Saikopasu_
), which includes a numeric Crime Coefficient (犯罪係数, _Hanzaikeisū_
) index, revealing the citizen's criminality potential, and a color-coded Hue, indicating stress level of the person and alerting law enforcement to other data, as well as the improvement (clearing) or decline (clouding) of said Psycho-Pass. When a targeted individual's Crime Coefficient index exceeds the accepted threshold (100), they are pursued, apprehended, and either arrested or killed by the field officers of the Crime Investigation Department of the Ministry of Welfare's Public Safety Bureau. Elite officers known as Inspectors research and evaluate crime scenes, including all personnel involved, with the assistance of Enforcers. Enforcers are latent criminals charged with protecting the Inspectors, adding their expertise and carrying out Inspectors' instructions. Both are equipped with personally activated hand-held weapons called "Dominators" whose integrated scanners provide the target's immediate Psycho-Pass. The gun-like weapon can only fire when approved by the Sibyl System and triggered by its owner. Inspectors and Enforcers work as a team, though Inspectors have jurisdiction to fire their Dominators on the Enforcers should they pose a danger to the public or the Inspectors themselves. An individual's Psycho-Pass is used in multiple ways, both professional and personal. It influences one's level of education, hobbies, future career and likelihood of promotion, as well as one's choice of friends or potential mate. Law enforcement uses the information to determine an individual's propensity towards criminal behavior with their weapons possessing hand-held scanners that enable them to see someone's current Psycho-Pass, which then sets their weapon to an appropriate level of discharge.

Neural inhibitors (also known as neuro-adjusters or psychic dampeners) are cybernetic implants that were used by the Confederate Ghost Program (and later, the Dominion) to control their ghost agents through keeping their aggression levels and behavioral patterns in check. These devices weaken their psionic powers, and by extension, make it easier for ghosts to screen out the thoughts of other individuals. Implanted in the brain, neural inhibitors can regulate brain and blood chemistry and reroute neural pathways in order to keep the ghost's emotional state in check. The implants can be fatal and their method of operation is very similar to neural resocialization, but "much worse".
The location of neural inhibitors can be tracked by some officers, both Confederate and Dominion.The implantation process leaves scarred tissue.
The drawback to neural inhibitors is that they can be surgically removed, or in rare cases, malfunction. Upon the defection of Sarah Kerrigan, psychic dampeners were abandoned by the Confederacy in favor of the more effective memory wipe technique. However, previously-implanted ghosts (such as Devon Starke) usually did not have their dampeners removed. Ghosts who retained them that became spectres under Project Shadow Blade had their inhibitors removed in order to avoid detection. Some ghosts have used their psionic powers to disable their inhibitors, though such a procedure comes at a great risk.
The Dominion utilizes both the mind wipe technique and neural inhibitors.

A Hue is a reflection of a person's stress level. Every citizen in Sibyl's database is assigned a specific color depending on the state of their Psycho-Pass. Colors such as light blue or pink indicate a healthy Psycho-Pass, while colors such as medium green or steel blue indicate a deteriorated Psycho-Pass.
A clouded hue occurs when stress is consistently present. For example, violent urges or nervous reactions in an individual can cloud a hue. The very presence of the Public Safety Bureau's Enforcers is enough to cloud someone's hue.
A hue that is completely clear appears white, while a hue clouded beyond recognition appears black. Area Stress Level refers to the group Psycho-Pass of a particular block of the city that is overseen by Sibyl. It is calculated by taking the average Psycho-Passes of all the citizens within the block which is then represented by a number. The higher the number, the more elevated the Area Stress rating.
Therefore, if someone with an unstable Psycho-Pass is detected by a scanner, it raises the Area Stress Level because their Crime Coefficient increases the average, setting off an alarm and alerting the Public Safety Bureau. Group Psycho-Pass pollution would send the Area Stress Level of an affected block into an advisory rating, indicating that there is a major crime occurring causing stress to the citizens or that latent criminals in the area have high Crime Coefficients.

Like the Mushroom game implant, MASS is an augmented reality device that adds information to the user’s perception. In the episode, though, it can also alter the user’s senses and perception. The MASS gives the soldier information about their surroundings as they fight on the battlefield and allows them to communicate with each other, but it’s also used to change what they see and experience to make them more effective.
In “Men Against Fire,” the MASS implant is used to alter soldiers’ perceptions so they see enemy humans as snarling monsters. The creatures are referred to as “roaches” in the episode, but they’re actually people who are victims of a genocidal campaign to “keep the human bloodline pure.” The MASS also suppresses the user’s sense of smell in the episode in order to make them less responsive to the smells of death they encounter. The approach is meant to make soldiers more effective and less likely to feel pangs of conscience when they fight the enemy.
